This decree aims to regulate importation in accordance with the benefit of national economy and with the requirements of international trade. Importation shall be carried out within the framework of provisions of this decree, of regulation and communiqués to be issued based on this decree, of directives to be given to the organizations concerned, and of multilateral and bilateral agreements
